The Paradox of Protection

How mattress flammability standards inadvertently created a consumer exposure hazard.

In 2007, the U.S. Consumer Product Safety Commission (CPSC) enacted the Standard for the Flammability (Open Flame) of Mattress Sets (16 CFR Part 1633). This was a necessary response to fire-related deaths where mattresses were ignition sources. To comply without using toxic chemical flame retardants like PBDEs, manufacturers turned to fiberglass.

Fiberglass acts as an inexpensive, effective inner "sock". When exposed to flame, it melts to form a char-like barrier, insulating the flammable polyurethane foam core.

The unforeseen hazard: This solution introduced a risk not rooted in chemical toxicity, but in the failure of its physical containment. When the outer cover is compromised or removed by consumers, millions of microscopic glass shards can be released into the home.

This situation exemplifies a systemic shortcoming: the CPSC standard was a single-objective performance standard. It did not mandate requirements for long-term durability or account for foreseeable consumer behaviors, exposing a gap in managing physical/particulate hazards over a product's lifecycle.
